The meeting was called to order by Mayor Borders at 6:31pm.  All Council members were present.  The following Presentations were made: 

 

·         Proclamation in recognition of Queens' Ball 2013 to Ms. Virginia “Jenny” Lewis

·         Proclamation in recognition of Main Street Program individual, Councilwoman Mickey Hopper

·         St. Cloud’s new Economic Development and Community Redevelopment Agency introduced new director, Brian O’Connor.

 

First Citizen’s Forum

 

Joel Davis of Practical Living Magazine informed the Council that the Golden 100 Best City to Live In and Best Governmental Administrator were presented to the City of St. Cloud and City Manager Tom Hurt.

 

Public Hearings

 

FIRST PUBLIC HEARING FOR ORDINANCE NO. 2013-01, an ordinance amending the Land Development Code of the City of St. Cloud, Florida by amending Article  III, Division 9, Section 1, "Description of Districts.”  Motion to approve passed by a vote of 5/0. 

 

Consent Agenda was approved by a vote of 5/0.

 

Council Action

1. Discussion and possible action regarding Narcoossee Overlay Plan.  County Commissioner, Fred Hawkins, Jr., addressed the council.  He stated the Overlay Plan was not for immediate annexation of Narcoossee but a plan for the future.  He asked that the staffs be allowed to discuss the plan, stating it will be a tremendous link to the Medical City.  The Council granted Commissioner Hawkins permission to begin discussions. 

 

City Attorney reminded Council of the January 17, 2013 Workshop regarding the Fire Department.  He stated that he believed it was premature to discuss the staffing issue at the workshop until negotiations had run their course.  The council agreed.

 

City Manager affirmed that the Council will not discuss staffing at the January 17, 2013 Workshop. He then announced that the first Outstanding Citizen Award will be awarded at the January 24, 2013 meeting and the policies of the award will be discussed.  The City Manager then set the Council Retreat date for Saturday, January 16, 2013 at 8 a.m.  Councilmembers will discuss their goals for the upcoming budget year.  City Manager Hurt also moved code enforcement from the Planning Department to the Police Department.   

 

Mayor and Council Members -

Mayor Borders reminded the city that OUC will be making changes and asked that any residents please contact the city as they hope to make the transition smooth.  She also stated that OUC reduced rates by 9% last year.  She also stated that St. Cloud and Kissimmee signed to be part of Open for Business.  Mayor Borders also reminded the Council that lobbyist Mr. Bill Barrett will be attending the January 24 meeting to update the city on state legislation.  She also wants to begin planning the community-wide garage sale for early this year.  

Councilman Holmes reminded the community of the January 12 “Don’t Curb It, SWAP It” event at Peghorn Park from 9-2pm.  He also stated that the Blue Knights Law Enforcement Run will take place on January 26.  It will be $20 per rider and $5 per additional rider.  The ride benefits any police officer or officer’s family that is injured or killed in line of duty.  He wished everyone a happy and prosperous New Year and reminded everyone of the “Hipstoric Happy Hour” on January 18 at 5:00pm in downtown St. Cloud.  

Councilwoman Hopper asked that residents review open positions for committees and wished everyone a happy New Year.

Deputy Mayor Schroyer announced that the STOPR Co-Op meeting was very much a success.  They hired Reese Engineering to do experimental test sites.  He called Kevin Feldman to speak about the Cypress Lake Water Plant.  The discussion included capacity management.  He also requested that the council support a three-part resolution from the Florida League of Cities.  Components include: 1) communications service tax and local business tax; 2) 175/185 Police Officer’s Pension Reform 3) endorsement to oppose legislation that would modify or restrict home rule in Florida cities.  Deputy Mayor Schroyer also requested support to attend the national FLC convention in D.C. in March. Council approved.
